Stories can create a culture of terror, where, Taussig wrote, “the signifiers are strategically out of joint with what they signify” (1987:5). But narration not only spreads the culture of terror: it also serves in healing the wounds that terror produces. In the aftermath of violent struggles in Peru, Colombia, and elsewhere, storytelling has become the principal means through which the past is rendered legible, though never transparent (Kernaghan 2009:5). Violent events leave their mark on the form and content of representation and affect storytelling practices.
Stuart Hall (1980) has argued that news stories are encoded and decoded by publics embedded in particular social contexts. Each of these publics, implicated in the performative circulation of discourse (Warner 2002; Lee and LiPuma 2002), reinterprets the meaning of security. In contrast to their colleagues who come for short visits from Buenos Aires and abroad, journalists in Iguazú reconstitute security on local terms: they situate the global discourse of terror threat and national concerns with rising crime rates within the circumstances of their life on the border.
Trying to find their way out of this predicament, journalists tactically keep activities that have widespread social legitimacy off the media agenda. By not reporting on some potentially newsworthy illegal exchanges, they indirectly contribute to preserving the informal border economy, which, in the absence of sufficient legal employment and social welfare, supports their community. My anthropological research on security and my collaborative involvement in media production converged when I made a television program about illegal adoptions and child trafficking.
