Movements shape parties, sometimes produce parties, often cooperate with parties, and sometimes suggest potential avenues for party action; in all of these roles, the influence of movements is never a simple product of the size of the movement, or of its level of activity or open support. Rather, it is the role of the movement in the multisided strategic action of state leaders, parties, countermovements, and the public at large, each seeking to use or hinder the others to seek its own ends, that produces the final results.

While some groups may, at different times, be more “in,” in the sense of being more aligned and integrated with the institutional authorities, while other groups are more “out,” there is neither a simple qualitative split nor a “once and for all” crossing of some distinct line separating challengers from insiders. It is more accurate to think of a continuum of alignment and influence, with some groups having very little access and influence through conventional politics, others having somewhat more, and still others quite a lot; but groups may move up and down this continuum fairly quickly, depending on shifts in state and party alignments.

In Eastern Europe, nationalist and human rights movements produced new regimes and political parties. These developments did not mean that the labor movement, or the ecology movement, or the human rights movements had ended; rather, they simply marked a new degree to which those movements influenced conventional political institutions.
