The problem was how to reconstitute central authority in a society riven by class divisions and national jealousies while trying to conduct a war against a powerful antagonist. Ultimately the task proved impossible for the Provisional Government. For most of 1917 Russia in effect had two governments sustained by antagonistic though not necessarily mutually exclusive ideologies. For the liberals and the bourgeoisie, and indeed for a large segment of the socialist leadership, the February events represented primarily a political revolution.

From May 1918 committees of the poor (kombedy) were established which attacked not only the kulaks but the middle peasants. By late 1918 the excesses and negative impact of such policies on the amount of grain available to the regime, accompanied by peasant uprisings, forced Lenin to modify the policy and make peace with the middle peasants, a foretaste of the compromise made with the peasantry as a whole in 1921. The requisitions were the characteristic feature of War Communism and continued until March 1921.

As Lenin put it, 1905 was a ‘dress rehearsal’ for 1917. The 1905 revolution focused on a liberal programme of political demands, but already it was clear that the dynamism of the revolution came from mass action. The revolution demonstrated that the Tsar was no longer the unique source of authority and that society was capable of making and sustaining demands on it. As yet, the organisation of these demands was weak. The parties played little role in 1905, and the differences between the Bolsheviks and the Mensheviks were little understood, and their rivalry was unpopular in working-class circles.
