The concept of food self-sufficiency should be distinguished from the concept of food self-reliance as food self-sufficiency implies satisfaction of domestic food needs by domestic production with minimization of food-trade dependency. Meanwhile, food self-reliance implies a strategy which is based on both the domestic food production and the capacity to import food products.

In fact, according to FAO (1999), the concept of food self-sufficiency is generally taken to mean the extent to which a country can satisfy its food needs from its own domestic production. However, as Clap (2015) reports, such an extreme policy stance does not apply in practice today as there are no countries that practice completely free trade and rely on foreign markets for 100 per cent of their food. Furthermore, as part of food self-sufficiency strategy, there is a raise of interest in the concept of ‘food sovereignty’ as a response to the ‘unjust logic of the globalized food system’ (Lee 2007).
