The brightest sector of the City in the early 1920s was foreign-exchange dealing, which boomed as never before in the currency turmoil that followed the end of the war. The major clearing banks dominated the activity. Although by no means the principal cause, the departure of sterling from the gold standard in 1919 contributed to the post-war currency instability. It was government policy to return to the gold standard when conditions permitted. This led to big cuts in public expenditure to balance the budget, exacerbating the severity of the 1920–21 recession.
The second, in winter 1985, was the fight between United Biscuits and Hanson Trust for control of Imperial Tobacco, a tobacco and consumer goods conglomerate. Hanson won, prompting Sir Hector Laing, head of United Biscuits, to protest loudly about the loss of an opportunity to forge a major new UK-based international food company and to condemn the short-term outlook of City asset managers. The episode placed the issue of City short-termism on the public and political agenda and established Laing as a leading critic.
Their business model depended on them being able to regularly re-borrow at reasonable rates, but with the collapse of property values they found that funds were either unavailable or ruinously expensive. One of them collapsed and others were on the brink when the Bank of England intervened and organised a “lifeboat” of City banks that provided funds to prevent more failures and supervised an orderly winding up of the sector. The recession led to rising unemployment and a mounting budget deficit in the UK.
