The impetus came in peacetime, as central planning for defence slowly took shape. A further strand was the need, realized after the war scares of early 1939, for some means of bringing together all evidence of immediate German intentions; the lack of any central assessment machinery had provoked the precipitate British guarantee to Poland in March 1939,41 just as it was to be a cause of the United States' Pearl Harbor disaster in 1941.

Analysis retained strong departmental connections, but with this extra 'national' layer added to it.
