On August 21 the Hawaiian newspaper Ko Hawai'i Pae 'Aina (Our Hawaiian Islands) published an extra, in which both moderate and inflammatory statements appeared. " Albert S. " All the people, he said, regardless of race, desire and deserve a stable and trustworthy government. The Moreno episode was a milestone in Hawaii's political history. Not only did it represent the first glaring example of Kalakaua's desire to assert his own control of Hawaiian affairs, it also marked the effective debut of demagogic politicians appealing to racial hatred.

Upon closer view the overall impression sorted itself out into a set of more intimate scenes: the clamor and bustle of waterfront activity, the wooden frame commercial houses and narrow dirt streets in the downtown area, and the wide variety of private houses, ranging from large stone or frame mansions to grass huts in the surrounding residential areas. In the downtown area three large buildings stood out from the others, and the discriminating visitor searching for the important undercurrents to the surface activity might see these buildings as symbols of three major historical developments shaping Hawai'i's economic, political, and cultural life up to that point.

The process was completed by 1904, when the Republican Party secured domination of Hawaiian politics and the territorial government that was to endure until after World War II. The events of this era were profoundly influenced if not dominated by two men who became political leaders expressing a particular view that sought to reassert control by the native Hawaiians of the economic, cultural, and political life of the Islands. These two men were Walter Murray Gibson and Robert W. Wilcox. Gibson, a white man, or haole to the Hawaiians, became the champion of the native people and prime minister in the government of Kalakaua from 1882 to 1887.
