I'm often asked to speak at colleges and universities that offer criminal justic e programs . Each of my lectures includes a question-and-answer session designed to offer students an opportunity to bridge the gap between academics (the way it's supposed t o be) and the reality of the streets . I find it curious that those majoring in criminal justic e programs, ostensibly to further a career goal, know so very little about how polic e agencies really operate .
And, if you're interested in street action, the big city is the plac e to go . "A smaller city or town, with just ten police officers, for example, is probably goin g to have only a chief of police, one or two sergeants, and maybe eight police officers . Th e eight officers are expected to provide police services for the town twenty-four hours a day, three hundred sixty-five days a year . Police departments, unlike other state an d local agencies, are open twenty-four hours a day, and officers make house calls!
In some ways, this arrangement is similar to that of the sheriff of the Old West . "So, for the most part, state police officers are responsible for traffic control and th e maximum movement of traffic along state highways . In contrast, city police officers are responsible primarily for crime prevention, crime detection, and the arrest of peopl e who commit criminal acts . The larger the city, the greater the contrast betwee n individual departments . In bigger cities, like Dallas, Los Angeles, Detroit, or New York , for example, police officers patrolling a district (a specified area of the city for which th e officer is responsible) may respond to thirty or forty calls for service in a singl e eight-hour tour of duty!
