It is in the light of these Indian perceptions of the projected increase in Chinese capabilities and the uncertainties surrounding Chinese intentions, that both Indochina and ASEAN have assumed added importance in terms of New Delhi’s overall foreign policy concerns. 1 As far as New Delhi is concerned, this empathy is the result, at least in part, of the Indian admiration for the genuinely nationalist and anti-colonial credentials of the founding fathers of independent Indonesia and Vietnam. It is the result also of the Indian recognition that Indonesia and Vietnam, as regionally preeminent powers in archipelagic and mainland Southeast Asia respectively, share an important characteristic with India in terms of their regional status.
