It is in the light of these Indian perceptions of the projected increase in Chinese capabilities and the uncertainties surrounding Chinese intentions, that both Indochina and ASEAN have assumed added importance in terms of New Delhi’s overall foreign policy concerns. 1 As far as New Delhi is concerned, this empathy is the result, at least in part, of the Indian admiration for the genuinely nationalist and anti-colonial credentials of the founding fathers of independent Indonesia and Vietnam. It is the result also of the Indian recognition that Indonesia and Vietnam, as regionally preeminent powers in archipelagic and mainland Southeast Asia respectively, share an important characteristic with India in terms of their regional status.

These protracted conflicts have also had the effects of drawing the two superpowers into the region overtly and in increasingly direct confrontation with each other, a situation that New Delhi sees as threatening the stability of the international system as a whole. Moreover, such direct superpower involvement has curtailed India’s capacity for diplomatic manoeuvring in West Asia, especially since New Delhi does not want unduly to offend either superpower regarding the highly emotive and contentious issues plaguing the region.
