These conditions in Bengal have been developing for some time. The decline has taken place over a number of decades, and in fact the highpoint of Bengal's influence in India was in the nineteenth century. Bengal was the springboard for the expansion of British domination of the sub-continent and the first to experience the impact of Westernization. The opportunities of Western education provided Bengali Hindus with a head start in adapting to and serving the British Raj. This educated Bengali middle class worked throughout India under the colonial government and in the service sector.
Bengalis were generally disliked in neighboring states, which they had often historically dominated, making geographical expansion difficult. The Bengali Communist experiment was therefore not easily translated into a following elsewhere. This does not mean that the Communists will be unable to play a significant role in Indian society. Though the signs are all negative, one cannot preclude the rise of a more radical faction within the CPM and CPI. However, if such a movement were to arise, it would need a better sense of direction than the Indian Communist movement has so far exhibited.
However, beyond general agreement on these trends the problems of center-state relations is in dispute, with positions dependent on whether the observers see India as a unitary or federal state. As such the issue is inherently difficult to resolve and a consensus is problematic. The Left Front claims of discrimination against Bengal, however, are more easily determined.
