Crucially for policy implications, the non-marketed situation of public bureaucracies means that there is no competitive context to provide a counterweight to these expansive tendencies.

Indeed, in later work O’Connor specifically identifies individualism as the driving force of an ‘accumulation crisis’ (O’Connor, 1984). As Mishra (1984: 73) and Offe (1984: 148) note, the architects of welfare states tended to see the two functions as being complementary; for instance, the British NHS was intended to ensure a healthy workforce, thereby both helping to pay for itself and providing a legitimate response to political demands at the end of a major war (Watkin, 1975). It is only when carried beyond a certain point that accumulation and legitimation conflict with each other (Mishra, 1984: 74).
