And a 'class' of blueeyed babies could be, statistically, a class though its members were wholly lacking in any sense of class. But could a nation exist as a nation had its members no sense of its existence? Surely no more than could a social class. This element of consciousness seems, in matters social, to be of the very essence of this matter. Without the notion of nationhood, influential in the appropriate minds, the fact of nationhood could hardly occur. Neither, presumably, without the notion of class, could there occur social, as opposed to mere statistical, class.

Of these it may be assumed that many would resist the imputing of behaviour to agents other than physically existent human beings. There is even a behavioural approach to the study of international affairs. That however is· not what will be reflected in this book. For it will here be assumed that of significant things that happen some have their deepest importance in their happening not in fact but in idea: and it happens that in idea as distinct from fact states also do behave. Where de Gaulle is perceptibly behaving in fact, France may be behaving in idea.

1 The essence of the matter is however that, law or no law, international society is still not simply the jungle. There always will be standards, of a kind, even if no longer those of the civilisation known as Western. If it is love, as some have said, that makes the world go round, it is fear of the loss of love that makes it go straight. As the child would not willingly forgo its mother's affection, so are friendships likely to be cherished in a world of sovereign states, be there legal rules or not.
