The establishment of a separate police force in Uganda was a sign that the civil administration was secure. The period in which it had been necessary to use military force to subdue those who resisted the colonial power was over, and the country was beginning to take on the legal standing of a modem state, with a new superstructure of power. The Expanding Horizon of the Military (1900-1962) 31 The declining direct involvement of the military in the daily political processes of the country was reflected in the expenditure the administration allotted it annually between 1901 and 1910: there was a steady decrease in the money voted to the military, from £86 326 in 1902-3 to £37 021 in 1908-9 (The Uganda Official Gazette and Annual Uganda Colonial Reports, 1902-9).
The Army of Uganda was reduced once more to its pre-war strength of a single battalion. This battalion, the 4th, was formed from an amalgamation of the forces of the 2nd and 4th Battalions of the wartime Army.
