The establishment of a separate police force in Uganda was a sign that the civil administration was secure. The Expanding Horizon of the Military (1900-1962) 31 The declining direct involvement of the military in the daily political processes of the country was reflected in the expenditure the administration allotted it annually between 1901 and 1910: there was a steady decrease in the money voted to the military, from £86 326 in 1902-3 to £37 021 in 1908-9 (The Uganda Official Gazette and Annual Uganda Colonial Reports, 1902-9).

The Army of Uganda was reduced once more to its pre-war strength of a single battalion. This battalion, the 4th, was formed from an amalgamation of the forces of the 2nd and 4th Battalions of the wartime Army.
