First, it involves fewer concessions that affect the neoliberal policy paradigm than those targeted at organized labor and protected business – indeed, attending to the needs of the extreme poor while the rest of the population seeks social provision through the market is perfectly coherent with the neoliberal creed. Second, means-tested unemployment subsidies and antipoverty programs, that is, “targeted social policies,” tend to be financially less costly than firm subsidies and than the more universal welfare entitlements associated with ISI.
