11 In the light of this result Fine Gael’s position as the second party of the state was The Background to the Election 5 in jeopardy. Its reaction to the election over the course of the 29th Dáil could see it either rejuvenate itself or potentially collapse into irrelevance. Crucial to the idea of an alternative government in 2007 was the Labour Party. In December 1998 Labour and Democratic Left (DL) merged into a new entity still to be called the Labour Party. It was hoped that the newly strengthened party would transform the fortunes of left-wing politics in Ireland, but this was dashed by the reality of the 2002 election when there was little change in Labour’s strength.

It would prove to be misplaced. For Fine Gael, the 2007 election was an opportunity to lay the ghost of their disastrous outing in 2002. The early 1980s saw Fine Gael get to within five seats of Fianna Fáil and gain over 39 per cent of the first preference vote, being the dominant party in two coalition governments with the Labour Party. This, however, proved to be something of a false dawn, as by accepting coalition in 1989 Fianna Fáil opened itself up to alliances that would once have been the sole preserve of Fine Gael.

Fine Gael, although its share of the vote went down slightly to just over 27 per cent, succeeded in winning an extra 13 seats, bringing its overall total to 293. It won close to 19 per cent of the vote in Dublin and increased its seats from 25 to 27 and, more importantly, again elected a number of councillors who would fare well in the 2007 general election, such as Lucinda Creighton in Dublin South-East and Leo Varadkar in Dublin West – the latter gained almost two quotas and received the highest number of first preferences in the country.
