Real growth has faltered since 1985, unemployment is a growing concern and the annual rate of inflation may be in excess of 30%. Egypt’s principal sources of foreign exchange—oil, remittances, Suez Canal receipts and tourism—have been depressed by the collapse in the oil price and the associated recession in the Gulf. 2 at the end of this chapter).

This rate, however, dropped to as low a level as 14% in some areas of Cairo. 4% of the poorest agricultural workers knew which political parties existed in Egypt. The SOCIAL ASPECTS 25 proportion rose to 37% for small and middle landowners, 51% for industrial workers, 62% for the lower echelons of government employees, 73% among middle- and upper-echelon employees and 77% for students—the largest proportion in the sample group of 700. The sample was biased in favour of urban areas, especially in the Delta.

Despite this power, however, the situation looks to remain stable unless two conditions of the implicit social contract are breached. First, the government should not be perceived by the majority of the population as compromising the country’s honour. Shame and humiliation are explosive in a situation in which most people are sensitive to the issues of national pride and independence. In this respect, there is very little that the government can do. For instance, in the relationship with the United States, the major aid donor, the government must tread a wary path between compliance with American foreign policy, as well as the international aid donors’ calls for domestic economic reform, and the risk of appearing to compromise on national independence and honour.
