As is true of all institutions, the law is flawed. It is filled with loopholes, foolishness, red tape, and, at times, absolute idiocy, much of which is unintentional and most of which could be avoided if people just take the time to think coolly and rationally. For example, it makes very little sense for Congress to pass legislation to punish flag burners when it is quite clear that the Supreme Court will declare that legislation unconstitutional. Or, in a similar vein, it makes no sense for Congress to pass unfunded mandates that force the state governments to raise money to perform tasks that the federal government should have taken care of in the first place.
Some behaviors are encouraged; others are discouraged. Punishments are often included in these guidelines. While such rules are admirable, they are often so long and complex that they end up covering pages of text that require an in-depth study just to understand the basics. A case in point involves the Ohio Rules of Professional Conduct for attorneys. The code consists of eight different subsections, each of which includes from four to eighteen rules. Each rule is then followed by a series of official comments that review, explain, and clarify each of the rules and any amendments that have been made to those rules.
